JOB SUMMARY The roles and responsibilities outlined here are intended to provide guidance for construction site-based EHS resources acting as the owner's representative for client construction activities. The primary functions are to support the client, data center construction team (Owner's team) in EHS activities, including monitoring the EHS performance of on-site construction contractors. This support requires a broad range of activities that includes: interfacing, coaching, advising, technical support, etc.. Specific responsibilities are outlined below. These owner's EHS reps (also known as CSFs) will not direct the work, but should make every effort to engage the onsite construction contractor management and supervision to take appropriate action where a noncompliance situation is observed as soon as reasonably possible. CSFs will report to owner/client's regional Construction Safety / EHS Program Managers. CSF roles and responsibilities include but are not limited to:
On-Site Capabilities and Familiarization Necessary The Owner's "Construction Safety Facilitator" will: Participate in the selection of GC's, with procurement and DC construction supervision and management, with the objective of ensuring that regulatory and client's requirements are in place prior to start of work with the assistance of others, routinely monitor the GC's EHS performance to ensure that the GC is in compliance with their stated practices and procedures, regulatory requirements and any additional owner expectations / deliverables that may have been identified in the contract of work EHS Schedule. Monitoring may include: * Monitoring for CO. Machines, equipment. * Monitoring for VOCs from intumescent paint. * Monitoring for off gases from welding. * Monitoring for employee heat stress. * Monitoring for silica control. * Evaluating air moving system(temp fans).
SUPERVISORY RESPONSIBILITIES Provides formal supervision to individual employees within single functional or operational area. Recommends staff recruitment, selection, promotion, advancement, corrective action and termination. Plans and monitors appropriate staffing levels and utilization of labor, including overtime. Prepares and delivers performance appraisal for staff. Mentors and coaches team members to further develop competencies. Leads by example and models behaviors that are consistent with the company's values. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION and EXPERIENCE Bachelors degree (BA/BS) in HSE from four-year college or university. Minimum of 5 years of related health, safety and environmental construction experience. Demonstrated knowledge of federal, state and local health and safety, and environmental regulations is essential. Direct experience dealing with regulatory agencies and / or compliance officers is preferred. Experience working in manufacturing, construction, and / or facility maintenance and management is preferred. CERTIFICATES and/or LICENSES As required by local authority (if required). Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Certified Hazardous Material Manager (CHMM), Occupational Health and Safety Technician (OHST) - Preferred COMMUNICATION SKILLS Excellent written and verbal communication skills. Strong organizational and analytical skills. Ability to provide efficient, timely, reliable and courteous service to customers. Ability to effectively present information. Ability to respond effectively to sensitive issues. FINANCIAL KNOWLEDGE Requires advanced knowledge of financial terms and principles. Ability to calculate intermediate figures such as percentages, discounts, and commissions. Conducts advanced financial analysis. REASONING ABILITY Ability to comprehend, analyze, and interpret complex documents. Ability to solve problems involving several options in situations. Requires advanced analytical and quantitative skills. SCOPE OF RESPONSIBILITY Decisions made with thorough understanding of procedures, company policies, and business practices to achieve general results and deadlines. Responsible for setting work unit and/or project deadlines. Errors in judgment may cause short-term impact to department.
