On behalf of West County Wastewater District (WCWD), Regional Government Services (RGS) is conducting a recruitment for the position of Health and Safety Manager.
WCWD seeks a progressive, well-organized, and vibrant safety personnel. The District is seeking candidates to fill a vacancy and create an employment list that may be used to fill future full-time vacancies as they occur during the active status of the employment list.
The Health and Safety Manager oversees and administers the District's comprehensive occupational health and safety program, including emergency preparedness, safety training, and environmental programs in compliance with federal, state and local occupational and industrial safety requirements and environmental regulations, as well as industry standards. Develops, implements, and administers safety policies, procedures, and directives; evaluates the effectiveness of safety programs, implements new programs/procedures as needed.
THE IDEAL CANDIDATE
The ideal candidate will champion a renewed focus and commitment to safe work practices, safety training and requirements through creating and sustaining a safety culture and a "safety mindset" in every employee, and embracing the need for updating plans; identifying critical key documents; establishing training matrices, schedules, and programs; and ensuring that all managers, supervisors, and employees understand and take responsibility for safe work practices. The successful candidate will be adept at identifying and interpreting constantly changing laws and regulations related to safety to meet the needs of changing processes, equipment, and practices, respond to new hazards and injuries, and provide better protections to our employees.
Background in confined space designation, traffic safety and program implementation would be ideal. Knowledge of Potential Hazard Analysis (PHA) and make risk assessments and recommendations is a plus. Incumbent will work cohesively with department heads, division managers and employees in establishing and maintaining comprehensive health, safety and emergency management programs. The ideal candidate is an effective leader, a problem-solver, a conscientious person with great communication skills, and must have a positive attitude and make the workplace environment a great place to be.
Any combination of training and experience that demonstrates that a person has obtained the required knowledge and is able to perform the required work will be considered.
EDUCATION: Education or training that is equivalent to four (4) years of formal education with significant course work that is directly related to the stated knowledge, skills and abilities (or equivalent combination of work experience, training, and education) is required for this position. This may include but is not limited to a combination of the following disciplines: significant course work in occupational safety and health science, environmental safety, industrial hygiene, ergonomics, training methods for adults, and other related fields from a college or university.
EXPERIENCE: A minimum of five (5) years of experience as an industrial and field safety professional, including at least two years of which have involved administration of a comprehensive safety and accident prevention program. Experience should include, hands-on experience inspecting facilities and equipment, conducting safety investigations, developing and facilitating safety training, and enforcing safety codes and regulations. Experience in the water or wastewater industry is desirable.
LICENSE: The position requires timely and sometimes emergency travel between locations and work sites. A valid California State Class C license must always be maintained at all times. Continued ability to be insured for the operation of a vehicle as defined in the District's Driving Policy and be insurable by the District’s carrier.
SALARY: $4,104.00 - $5,084.00 biweekly with excellent benefits, including CalPERS retirement plan.

About West County Wastewater District
The San Mateo County Harbor District operates both the Pillar Point Harbor in Half Moon Bay, and the Oyster Point Marina in South San Francisco. Pillar Point is a protected harbor of refuge and is the homeport to a vital commercial fishing industry, sport fishermen, and recreational boaters. The Harbor has 369 berths and an inner and outer breakwater, making it one of the safest harbors in the United States. Pillar Point is unique in that it provides search and rescue services to all boaters in San Mateo County.
