The Environmental Health and Safety Officer (EHSO) will develop, implement, and train toward a full-scale environmental health and safety program. Additional duties would include necessary state, local, and federal environmental reporting requirements and oversight of the chemical and biological hazardous wastes storage and disposal program. The EHSO is a collaborative position providing services to Salem State University and North Shore Community College. The Environmental and Health and Safety Officer’s time will be split with 60% of the time dedicated to Salem State and 40% to North Shore. Salem State University is the employer for this position.
Duties and Responsibilities
Duties will differ somewhat on each of the campuses and will include the following:
(E) Serve as campus Environmental Health & Safety Officer. Identify and recommend policies, procedures and systems to implement and maintain compliance with all applicable federal and state environmental and occupational health and safety laws that apply to campus activities(E) Develop a system to identify, prioritize and mitigate the various environmental hazards and risks associated with campus areas and activities
(E) Ensure that hazardous waste is handled, stored and disposed in compliance with state and federal regulations (e.g., DOT, OSHA, and RCRA). Coordinate the removal of campus hazardous and biological wastes under state and federal regulations through authorized vendors. Maintain all disposal records and submit reports as required
(E) Routinely inspect campus facilities and ensure that hazardous materials are properly identified, labeled, inventoried, and stored
(E) Review and approve the operation, acquisition and maintenance of campus safety equipment including but not limited to fume hoods, emergency safety showers, eye washes, fire extinguishers and PPE. Develop and implement preventive maintenance plan for safety equipment
(E) Ensure that work performed in campus facilities is conducted in a safe manner through safety surveys, advising personnel on chemical safety, and providing training as required
(E) Maintain proper records and file reports of chemical storage, hazardous waste, and other environmental safety programs
(E) Maintain campus chemical inventory and master SDS files. Prepare and maintain contingency plans, compliance reports, summaries and program documentation for the purpose of completing required government reports related to environmental compliance and safety
(E) Coordinate and manage campus training sessions on, but not limited to, handling, storage and disposal of hazardous materials, laboratory safety, Right-to Know law, bloodborne pathogens, personal protective equipment, and general safety in the workplace
Act as technical advisor and support in first response situations such as chemical spills, accidents and other emergencies on campus in conjunction with Campus Police
Act as a liaison to campus police, facilities, Human Resources, academic departments and state and federal regulators, concerning all aspects of environmental health and safety
Act as campus representative during reviews by regulatory agencies. Track environmental legislation and keep administration advised of pertinent changes to the law
Perform additional duties as assigned
Bachelor’s Degree in Chemistry, Environmental Health & Safety, Industrial Hygiene, or other related field
2-3 years’ experience in hazardous waste, environmental health and safety management
Possession of relevant Department of Transportation, RCRA and HAZWOPER certifications and trainings related to the management/shipment of hazardous material and the signing of manifests or the ability to obtain these within seven months of hire
Knowledge of relevant requirements related to hazardous materials and waste management/disposal/shipment and emergency response
Experience with and knowledge of the properties of chemical substances and their effects on human health
Valid driver's license
Experience in establishing and conducting training programs
CSP (certified safety professional), CIH (certified industrial hygienist) and CHMM (certified hazardous materials manager) certifications
Experience developing and implementing lab safety plans
Ability to interact with various agencies/individuals (i.e. employees, other departments, outside agencies and vendors) to coordinate activities and resolve problems
Must possess strong communication skills, both written and oral
Demonstrated ability to initiate and complete intellectual and creative tasks independently and maintain organized records
Knowledge of Integrated Pest Management
OSHA-10 or OSHA-30 certifications
Proficiency with Microsoft Office
Experience with MSDS Online or similar program
Previous experience in higher education
