The Quality, Health, Safety, and Environmental (QHSE) Manager plans, organizes, and supervises quality assurance, Health and Safety and Environment activities for all Lines of Business/sites within the Building and Infrastructure and Facilities businesses in order to meet Bureau Veritas’ strategic objectives and comply with applicable QHSE certifications and regulatory requirements. The QHSE Manager is responsible for providing support, coaching, and mentorship to staff at all levels of the organization. By fostering and encouraging a strong QHSE culture, the Manager will be instrumental in the improvement of Bureau Veritas' QHSE performance.
RESPONSIBILITIES • Implement and monitor Quality practices to ensure certification standards, client requirements and accreditation standards are maintained. • Ensure internal audits are completed as scheduled and offer guidance to Operations where needed to help close findings. • Through auditing and coaching ensure local implementation of the BV QHSE programs at all locations. • Establish and maintain a thorough understanding of all relevant guidelines and requirements for ISO 9001, ISO 14001 and ISO 45001 certification standards. • Ensure that the Operations staff are kept up to date on all changes related to the QHSE management system. • Construct yearly financial budgets and monitor performance to ensure locations remain within budgeted expenses. • Act as an ambassador for the QHSE department with both internal and external clients. • Work in conjunction with other QHSE Managers across North America to continuously improve the QHSE system by harmonizing practices across NA. • Support and promote BV’s Process Excellence programs. • Develop and implement strategies to reduce the frequency and severity of workplace incidents. • Track and maintain QHSE related KPIs, including the publishing of such data for internal or external stakeholders. • Advise the management team on changes or proposed changes to safety legislation and ensure compliance with these regulations. • Provide to management regular updates, reports and suggestions for improvement on operational QHSE issues. • Advise management on regulatory requirements for the control of hazards. • Provide leadership and guidance to Site Safety Coordinators, QHSE Coordinators and QHSE Assistants. • Educate and train employees in the area of health and safety in the workplace. • Lead investigations for recordable and BV serious incidents. • Review incident reports, Near Hits and Unsafe Conditions to identify health and safety trends and system needs. • Development/continually improve Emergency Response Plans for all locations. • Support Human Resources staff when requested with the management of WCB claims and ensuring employees are returned-to-work as soon as medically allowed. • Maintain online QHSE compliance databases where required (ISNetworld, PICS, Browse, etc). • Assist sales staff by completing Pre-Qualification QHSE Questionnaires.
QUALIFICATIONS • 3-5 years experience in a QHSE management role • Formal QHSE education or OHS certificate or equivalent is preferred • Strong technical background in QHSE • Lead auditor certification for ISO 9001, ISO 14001, ISO 45001/OHSAS 18001 preferred • Strong team building, leadership, coaching, mentoring and training skills are essential. • Strong knowledge of US QHSE regulatory standards and ISO standard requirements; • Strong presentation, oral and written communication skills • Strong time management, multi-tasking and priority setting skills; • Dynamic, energetic, motivated, positive outlook, with a "can-do" attitude and work ethic • Knowledgeable with Workers Compensation and Return to Work programs. • Experience in developing, managing and auditing QHSE management systems • Excellent problem solving abilities • Strong interpersonal skills • Proficient in Internal auditing
WORKING CONDITIONS/PHYSICAL REQUIREMENTS • Balance of office and fieldwork with regular exposure to safety and/or environmentally sensitive locations. • Moderate to frequent travel to BV sites throughout the United States is required.
