Thisposition has direct responsibility for the development, implementation,maintenance and improvement of chemical safety and industrial hygiene programsfor Vanderbilt University Medical (VUMC) and Vanderbilt University (VU) througha Service Level Agreement (SLA).
Key Functions and ExpectedPerformances:
This position has direct responsibility for the development, implementation,maintenance and improvement of chemical safety and industrial hygiene programsfor Vanderbilt University Medical (VUMC) and Vanderbilt University (VU) througha Service Level Agreement (SLA). This is a key leadership role in VEHS.
MAJOR DUTIES AND RESPONSIBILITIES
Directly manage and supervise the Program Manager for Chemical Safety and oversee development of a Laboratory Safety Program in accordance with the 29 CFR 1910.1450 OSHA Lab Standard. This includes oversight responsibility for a Chemical Hygiene Plan program; fume hood certification program, lab safety training program, chemical waste audit program, and a compressed gas safety program. Manage and supervise nanotechnology research safety programs developed by Lab Compliance group.
Manage the Laboratory Compliance Assistance Program and the Laboratory Closings and Relocations Assistance Program.
Manage all industrial hygiene activities for VUMC research laboratories and office areas and for Vanderbilt University campus research laboratories. This includes anticipation, investigation, evaluation, and control of potential employee concerns regarding chemical, mold, radon, asbestos, noise, heat / cold stress, or other indoor air quality issues. Direct any industrial hygiene surveys or other hazard assessments performed in the investigation of these issues. Partner with the Occupational Health Clinic in the evaluation of any employee health and safety concerns regarding these issues.
Manage chemical waste collection program including:
Collection requests and safe packing and transport of hazardous chemical waste throughout the Vanderbilt campus.
Personnel schedules, vendor schedules, and waste shipments.
The consolidation of and storage of hazardous chemicals in waste facility in accordance with all applicable State and Federal regulations.
Verification of chemical waste vendor compliance with EPA and DOT regulations.
CHOS chemical waste tracking database.
Neutralization of highly hazardous chemical waste.
Maintenance of Standard Operating Procedures manual for waste collection and chemical waste operations.
Design and implementation of Environmental Management System (EMS) requirements as related to the hazardous chemical waste management program and SAA audit program.
Maintenance of all regulatory-required documentation including manifests, inspection logs, annual reports, and training certificates.
Preparation of annual hazardous waste report and submittal to the Tennessee Department of Environment and Conservation (TDEC).
Manage the VEHS Hazardous Waste Center charge-back program of $1,000,000 per year by tracking hazardous chemical waste and radioactive waste generation and generating quarterly invoices for affected schools and ensuring prompt reimbursement to VEHS.
Provide compliance, industrial hygiene, and training oversight for the VEHS HazMat Team.
Design, implement, and maintain a lab safety inspection and chemical inventory system across campus utilizing the VEHS-Hub (Bioraft) software
Act as VEHS contact for Space and Facilities Planning for all laboratory-related construction projects (except for BSL-3 projects).
With the Assistant Director of Biosafety, coordinate and perform re-verification surveys for all BSL-3 laboratories at Vanderbilt University. Issue formal reports to ensure compliance with National Institute of Health (NIH) and Center for Disease Control (CDC) guidelines.
Manage the Hazardous Materials and Waste program for the Environment of Care subcommittee of the Medical Center Safety Committee. Serve as primary EOC Haz Mat manager during all JCAHO accreditation and inspection activities.
Act as VEHS contact and coordinator for Safety and Environmental Compliance Officer (SECO) program for School of Engineering.
Provide assistance and act as VEHS contact for all departmental safety committees (Chemistry, Physics, etc.).
Coordinate and manage activities of Chemical Safety Committees.
Collaboratively perform all personnel actions (recruit, hire, discipline, promote, terminate) in LabCAP and Chemical Waste sections.
Arrange for appropriate training and professional development activities for supervised staff.
Author safety and environmental compliance training for laboratories to be used in lectures and online training.
Provide RCRA and DOT training classes for Vanderbilt staff.
Prepare sectional monthly reports and sectional and committee annual reports.
Collaboratively author departmental documents such as Annual Reports, Compliance Assessment Reports, DOA FY Goals and Accomplishments, etc
Manage the VEHS 24-hr Emergency response program.
Act as focal point for any TDEC, TOSHA, EPA, or DOT inspection.
Direct supervision of one SeniorSafety Officer and two Safety Officers in the LabCAP section and one SeniorSafety Officer and two Safety Officers in the Chemical Waste Section. Indirect supervision of student workers.
Manage Hazardous Waste Center,including $1,000,000 of annual expenditures and chargebacks. Monitorexpenditures against VEHS budget. Manage budget for Industrial Hygienesurveys and monitoring equipment. Prepare budget proposals for newprograms. Assure billing systems function as designed.
Internal: Frequentcontact with all levels of administration, faculty, staff, students, andvisitors including the presentation of information where detailed explanationis required to obtain cooperation. Frequent presentations utilizingPowerPoint presentation software.
External: Frequentcontact with consultants, contractors, vendors and regulatory agencies.
Be able to lift 50 lbs. Mustbe willing and able to wear required personal protective equipment includingprotective clothing and gloves, eye/face protection, and, in some cases,negative or positive-pressure respiratory protection. Must be ableto effectively function as member of VEHS hazardous materials response team.
Position requires entry into areaswhere biological and infectious agents, hazardous chemicals, and ionizingradiation may be used.

Applicant must possess excellentwritten and verbal communication skills for effective report writing, training,and consulting. Must be proficient in the use of common computer programsincluding, Word, PowerPoint, Excel and Access.
Master's Degree (or equivalent experience) and 7 years relevant experience
Masterâs degree or higher in environmental engineering, public health, occupational health and safety or other appropriate science-related field of study (i.e. chemistry) is required. Additional management experience is required. Professional Board Certification required: (Examples include: CHMM (Certified Hazardous Materials Manager), PE (Professional Engineer), CIH (Certified Industrial Hygienist), CHP (Certified Health Physicist) or CSP (Certified Safety Professional), BSP (Biosafety Professional), etc.
